The Missouri Compromise Act of 1820 was the three-fifth compromise which counted each slave as a fraction of citizen for the purposes of taxation and representation, considered as one (Doyle). This was an effort to keep the balance of power in Congress between slave and Free states. Missouri was announced as a Union of slave where Maine was announced the union of Free State (Doyle). The outbreak of American Civil War started because Southerners became stubborn to hold the slavery system.
